Gabe Samuels is a research analyst in the Metropolitan Housing and Communities Policy Center at the Urban Institute. His research focuses on pathways to fair and affordable housing, land use and zoning, public infrastructure investments, and environmental justice. He has also supported Urban’s technical assistance to various local nonprofits, as well as an evaluation of university and service providers in Washington, DC.

Before joining Urban, Samuels was a campaign, policy, and advocacy intern at the American Civil Liberties Union of Georgia, where he conducted research on inmate safety in Georgia jails and policy responses to critical race theory across the country. As a Community Building and Social Change Fellow at Emory University, Samuels developed a baseline count of affordable housing units along Atlanta’s Buford Highway. He received his BA in international studies and environmental sciences from Emory University.
