Income and Benefits Policy Center

Patricia Bailey is a visiting fellow at the Urban Institute, working with the Income and Benefits Policy Center on primary research that will contribute to the current understanding of the interaction between private insurance and paid leave programs.

Bailey is a senior program analyst for the USDepartment of Agriculture’s Food and Nutrition Service. In this role, she serves as the subject matter expert on food delivery, vendor management, and vendor cost containment for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which serves 6.4 million participants through more than 38,000 WIC-authorized retail vendors. Her prior work includes time as a policy specialist in the Food and Nutrition Service’sWestern Regional Office and two years with the US Peace Corps as a science teacher trainer in the Gambia, West Africa.

Bailey holds a bachelor’s degree from California Polytechnic State University, San Luis Obispo,and a master’s degree from the University of Colorado Boulder.
