Rebecca Berger is a senior research associate in the Center on Labor, Human Services, and Population at the Urban Institute. In her substantive research, she focuses on promoting equitable access to services, particularly early care and education, for young children and their caregivers. She tends to use mixed-methods and participatory approaches in her research to elevate community voices in research. Before joining Urban, Berger was a research scientist who led tasks on federal research contracts with the Office of Planning, Research, and Evaluation at the Administration for Children and Families, including designing and implementing an environmental scan of Child Care and Development Fund lead agencies’ child care consumer education and designing a mixed-methods study of Head Start disability services coordinators. She also managed large-scale systems evaluations and projects with Migrant and Seasonal Head Start.

Berger holds an MS and PhD in family and human development from Arizona State University.
