I am passionate about working on research with a direct impact on the lives of those affected by crime and the criminal legal system. I joined Urban to work toward a fairer, more evidence-based system.
Walter Campbell is a senior research associate in the Justice Policy Center at the Urban Institute. His research focuses on community supervision, reentry, the experiences of those who are incarcerated, and biases within the criminal legal system.
In addition to experience with qualitative and mixed-methods analyses, Campbell has extensive experience designing, executing, and managing descriptive, quasi-experimental designs and randomized controlled trials. His work has investigated various forms of treatment for those under community supervision and those leaving incarceration. He has also led numerous analyses of individuals who are currently incarcerated, including evaluations of disparities in the impact of incarceration. His dissertation focused on the impact of a change in policing tactics on racial disparities in drug enforcement, and subsequent work has continued to examine these issues.
Before joining Urban, Campbell worked as a senior associate at Abt Associates. He has also taught as an adjunct professor in criminal justice for Rutgers University since 2015. He earned his BA in psychology from Colby College, his MS in criminology from the University of Pennsylvania, and his MA and PhD in criminal justice from Rutgers University.
Urban experts are permitted and empowered to work and affiliate with outside organizations, whether serving on boards, volunteering their time, or providing advice and counsel. And Urban welcomes visiting scholars, nonresident or affiliated fellows who work for other organizations. These outside affiliations enrich our perspectives and our learning environment. We also require all paid and unpaid experts to disclose their affiliations to Urban leadership and follow rules governing their engagement to ensure transparency for audiences and independence of experts.
