To evaluate how policies and programs can protect people from poverty, the Urban Institute studies how, why, and when families become poor; how long they stay poor; and what helps them escape poverty. Our research helps establish alternative definitions and measures of poverty so wages, safety net programs, and work supports effectively target the most vulnerable populations and promote economic mobility.
