Journal Article Access to Private Coverage for Children Enrolled in CHIP

This paper provides updated information on access to private coverage among low-income children with public coverage using data from a major household telephone survey of enrollees in CHIP in 10 states in 2012. We found that about 13 percent of new enrollees had some private coverage in the 12 months before enrolling in CHIP, and most lost that coverage as a result of parental job loss. About 40 percent of CHIP enrollees had a parent with an employer-sponsored insurance policy, but only half reported that the policy could cover the child. These findings suggest that access to private coverage among CHIP enrollees is relatively limited.
