State workforce and economic development interests naturally align. However, state-level collaboration between economic development and workforce development agencies and activities is not well understood. This paper explores opportunities for collaboration between state workforce and economic development, based on a review of the literature and interviews with state and local practitioners. It finds that there are many examples of state-level collaboration that support workforce and economic development goals and involve key stakeholders and relevant state agencies. Lessons from these examples can inform states’ implementation of the Workforce Innovation and Opportunity Act of 2014 (WIOA) and other workforce and economic development initiatives.
