UDAG (Urban Development Action Grant). Grant intended to stimulate private investment in low-income cities and urban areas by providing federal seed money to attract private funds for revitalization.
Uncompensated Care. Health care delivered free of charge to the user for charity's sake.
Underfunding. The gap between the value of assets in an employer-sponsored retirement plan and the expected value of future pension obligations.
Undocumented Alien. A person who has entered the U.S. illegally or violated conditions of entry.
Unemployment Insurance (or Unemployment Compensation). A government program that provides cash benefits to some jobless workers for limited periods. Most of the funding is derived from payroll taxes states impose on employers. States administer the program under federal supervision.
Upcoding. The practice by medical providers, often hospitals, of incorrectly classifying a procedure as being more complex than it is, often in an effort to obtain a higher federal reimbursement from Medicare. (See Downcoding.)
User Fees. Charges for goods and services provided.
User Surveys. Surveys of all, or of a representative sample of, customers who have used a particular service or product.
